Abstract Shandong Province is short of water resource, which is major restrict factor for Shandong's sustainable development. The Yellow River is the most important river in Shandong and it supports Shandong's sustainable development. The river continued to experience flow interruptions, which caused more insufficient water supply. This had great effect on the stable high yield of Shandong Province's agriculture,delayed the industrial development postponed the urbanization process,and caused critical shortage of drinking water for people and livestock. The problem of flow depletion of the Yellow River must be solved by sustainable development means.
