Abstract The paper analyses the history and status quo of population development and grain output and reveals the main problems of population increasment and grain output in the PRED system. It puts forward opinions like controlling the population quantity,improving the standard of grain per mu yield,carrying out the policy which return arable land to forestry and grassland,reducing the arable land amount and remaining the tendency balance of the output of grain per capita according to "ninth-five" plan and the requestment of long range objective in 2010 in Inner Mongolia.
