Abstract Under the promotion of industrialization and post-industrialization and support of transport and information, the development of group cities has become a global phenomenon. This article introduces the typical control patterns of western urban group space and analyzes the role that market and planning adjusting forces play in its spatial organization control. It puts forward the idea that organizational control of urban group space is a para-market action, which provides certain references for the relevant research and practice in China. This article divides the western control patterns of urban group space into three categories:strong control, weak control, muti-control. It's believed that there is an non-integration relationship between the "absolute" rationality of free market and development of group cities. Therefore, the value sense of "para-market" mechanism should be established in the control of the Chinese urban group space. Under the economic environment of the para-market, group cities vertically show that the self-expansion is not in integration with the administrative grades. Horizontally, it shows the close network contact. However, the policy control and the environment restraint become the permit space for urban developing levels and prospects. It finally points out that under the Market economic environment, spatial planning is one of the basic control means of the government to the development of society, economy and environment. The organization and control of regional urban group space has mo re connotations of spatial policies and becomes one kind of strategic means to participate the global competitio, and the possibility of market operation must be considered in order to give effective play to planning control mechanism.
