The result shows that the development level of service industry in Changsha is higher than other two areas and Xiangtan is ranked the last one. The authors suggest that new systems and mechanisms should be established to change the modes of economic growth. For the city of Changsha, the reform in service industries should be carried out intensively. And the city of Zhuzhou should optimize the internal structure of service industries as well as accelerate the transformation of traditional industries. For the city of Xiangtan, the service industries should be rationally planned and give priority to the development of the key industries selected.
