Abstract Urban-rural integration is a dynamic historical process of continuous development. This paper, firstly, explores the urban-rural integration evaluation index system, and problems are found in the evaluation index systems: some of the systems are with less application because of the difficulties of data collection; some are simple and easy to operate but ignoring the scientific and systematic; the others are focused on the macro level, thus the micro level quantitative methods need to be studied. Secondly, this paper analyzes the process of urban-rural integration from the investigation of urban and rural areas which are the subsystem of urban-rural integration, and construct the county urban-rural correlation evaluation index system on the functional target layers of urban development, rural development and urban-rural coordination with frequency statistics act and theoretical analysis. Frequency statistical method is mainly related to the option of a higher frequency using of the current evaluation system about urban-rural integration, and with the results of frequency statistics act and data availability of the county, 13 indicators are selected in this research such as the per capita GDP, peasants' net income per capita, rural density. Besides, one of the most important factors of evaluation index system is the index weight, and entropy method and Delphi are used, including objective analysis and subjective judgment method. Then the evaluation model is constructed by liner weighted method. Thirdly, the authors provide a case study of the region of Xi'an. The result shows that there are consistencies and differences between the urban-rural correlation and urban development, rural development and urban-rural coordination. The urban development, rural development and urban-rural coordination run well in the areas with higher urban-rural correlation; there are small differences between urban and rural development in the areas with lower urban-rural correlation; urban-rural coordination is strongly related to the urban development. The level of urban development has a greater impact on urban-rural coordination.
