CRIMINAL OPPORTUNITIES CONTROL AND COMPREHENSIVE SPATIAL MANAGEMENT IN URBAN AND RURAL CONNECTING AREAS |

Abstract In the process of urban development, the urban-rural connecting areas are not only "a hot spot" of the social economy transformation, but also "a difficult spot" of the city management and crime prevention, and often becomes "high prevalence area of the urban crime". In fact, the main reason of the urban-rural connecting area deteriorating as "the area with the public security worsening problem" roots in the complex and restless of spatial environmental factors of the areas, and the significant weak defects in the criminal opportunities such as the crime inducing factors (crime target opportunities), the crime implementation conditions (crime scene opportunities) and crime prevention and control capacity (crime deterrent opportunities). Therefore, on the basis of the influence mechanism of criminal opportunities to the urban crime, this paper builds up a "triangle model" of criminal opportunities and develops an intellectual analysis on the sources, the constitutive elements, and the composite state of crime opportunities in the urban-rural connecting areas. Based on the analysis, the paper proposes to establish an idea of "controlling criminal opportunities", taking great pains to block the formation and strengthening of crime opportunities for the effective crime prevention and control during the construction and management of the urban-rural fringe area. Furthermore, the paper explores the basic ideas of controlling criminal opportunities and crime prevention of the urban-rural connecting areas in terms of potential criminal controlling, crime target opportunities controlling, crime scene opportunities controlling and crime deterrent opportunities controlling. Also, it emphasizes a combination of "the strategy of crime prevention and control" and "the comprehensive treatments of the abnormal spatial environmental factors in the urban-rural fringe area", such as "social factors"、"physical factors" and "preventive factors". By the establishment of "a defensible space", the urban-rural connecting areas will extricate itself from being "the vulnerable zone to urban crime" and return to the normal track of overall construction and harmonious development.
