Abstract With the enhance of increasing contact of city and the surrounding area,the interactive and integrated region of city-rural present different form and dynamic development process. Combined with previous research of other scholar and the evolution development of city-region, we propose a new systematic model for explaining the interaction of city and region which based on unit. This system integrates the system view to eliminate the contradiction of urban-rural structure and gives a model of city-region boundary with the weighted voronio map. The city-region system is composed by sequence combination of different grade unit. Finally, this paper gives a case analysis with the actual situation of regional development, proposals the optimization suggestions of central plain urban agglomeration based on center organization, cohesive organization, outreach organization and regional support. Firstly, improving the comprehensive force of Zhengzhou city is the most important task to drive the whole regional development. Secondly, central urban agglomeration should construct the Zhengzhou-Kaifeng Megalopolis to strengthen the cohesive organization. Thirdly, the government should strengthen the modern city system to enhance the outside interactive degree according to the city construction. Fourthly, the region of central urban agglomeration should enhance the regional sustainable force to adapt the whole integrated development.
