STUDY ON THE HINTERLAND AREA OF CENTER CITIES IN URBAN AGGLOMERATIONS ERA——A Case Study of Jinan |

Abstract In 21st Century, China entered a period of rapid growth of agglomerations based on the radiation from center cities. At the same time, regional hinterland is the development foundation of center city. So it is very important to measure the radiation ability and hinterland of center city. Taking Jinan city as an example, based on calculation of central-strength values with index system which includes 16 indicators, urban hinterland of Jinan is defined by applying of the extended breaking point theory. Then, comprehensive countermeasures are put forward to promote health growth of Jinan. Results show that the extended breaking point theory is a good method to define the hinterland of center cities. Hinterlands of Jinan are different by effect of different cities. As the core city of a regional agglomeration, the actual radiation function of Jinan is too weak to promote quick development of Jinan agglomeration. Jinan is sixth in the 10 center cities for comparison although it is first in Jinan agglomeration Therefore, it is necessary to increase the central-strength value of Jinan and improve the radiation driving force for regional development. Comprehensive countermeasures should be implemented. First of all, rationally readjusting of administrative division is necessary to meet the need of Jinan because its jurisdiction area is too small and the shape is not suitable for its function. Secondly, infrastructure such as transportation should be improved and integrated to expand the channel of radiation to promote the industrial division and cooperation. And finally, comprehensive competitiveness of Jinan should be strengthened by transfer of developing mode and industrial structure to foster a powerful center city to lead rapid development of Jinan agglomeration.
