Abstract Network organization of tourism industrial cluster indicates the organic tourism organizational system constituted by spatial adjacent tourism enterprises and relative organizations, which is formed by adopting coordinately the methods of marketing mechanisms and hierarchy system formed by the combined action of several mechanisms such as competition & cooperation, strategically alliance, formal and informal relationship, competent people flowing, and knowledge extravasations among these spatial adjacent tourism enterprises and relative organizations. This paper divides spatial mutual functional mechanisms among tourism industrial cluster networks' structures into three arrangements such as the first layer is the competition and cooperation among nuclear tourism enterprises and relative tourism enterprises, the second layer is the mutual functions among tourism enterprises, local government departments, tourism intermediaries and tourism investment institutions, the third layer is the communication and interactive effects among tourism enterprises in the tourism cluster and other external units outside the tourism cluster. Comparatively with inner behavior main bodies' mutual function, it's equally very important for knowledge, information, and resource transferring between tourism industrial cluster and external networks to sustain the healthy development of tourism industrial clusters' network, the communication between tourism industrial cluster and external networks can through two kinds of ways as formal and informal communication.
