Abstract Taking Nanjing High-tech Zone as an example, this paper analyses the process of function evolution and its dynamic mechanism, and then puts forward the development countermeasures. Nanjing High-tech Zone has experienced four stages:beginning, growing, declining and reforming. At the very beginning, Nanjing High-tech Zone was just oriented as a simple high-tech industrial zone to attract foreign investment and a kind of base to follow up the high-tech development either at home or abroad. But for several years of high-tech industry development, the space of the High-tech Zone had rapidly expanded and its function also begun to polarized. The function of Nanjing High-tech Zone is transferring from industrial zone with one-single use to urban district with synthetical function. The main driving forces are evolving system of self-organized, spreading affection of main urban area, policy-orientation, and endogenous economy. Based on the strategic objective of making Nanjing High-tech Zone into a modern innovation area and the functional orientation of grasping the opportunity and carving out, the paper points out that Nanjing High-tech Zone should persist in three tactics of urbanization, congregation and parallel development of local investment and foreign investment, implement some strategies, and promote the consistent development of the functions of the high-tech zone and upgrade it. On the position of the functional evolution and motivation mechanism of Nanjing High-tech Zone, its functional orientation and realization depend on the political, social and economic situation of the city or region it located in. Those High-tech Zones, which are undertaking second exploitation and construction, should grasp the great strategic opportunity which is brought by the policy of innovative country construction and self-innovation improvement. Then, they can realize the Leap Type Development through taking the construction of innovative High-tech Zone as a strategic target and establishing continuously regional innovation system.
