Abstract Under the complex and changeful developing environment, scientific and systematic strategic management theory guidance and method support are the guarantee to the sustainable, rapid and stable development of new and high-tech enterprises clusters. Therefore it is of theoretical and practical significance for new and high-tech enterprises clusters to study advanced strategic management theory and method during the process of China's new industrialization and the new period of accelerative development of new and high-tech industry. This article discusses the clusters of new and high-tech enterprises in Jinan New and High-tech Industry Development Zone on the base of the theory of industry clusters. As is known, Jinan New and High-tech Industry Development Zone, one of the national new and high-tech industry development zones, is important for the development of Shandong. The article briefly reviews the correlative theory of industry clusters. On this base, in order to provider a clue and countermeasure for the stratagems of new and high-tech industry clusters, the paper researches on the status and contribution of different forms of property and enterprises in Jinan New and High-tech Industry Development Zone, and uses cluster analysis to study the performance of different enterprises, and to provide basis of industrial cluster and core competencies of Jinan New and High-tech Industry Development Zone. At last, in allusion to the actuality and problem of new technology industry development in Jinan New and High-tech Industry Development Zone, it puts forward several strategic suggestions for the enhancing core competencies of Jinan new and high-tech industry development zone. The paper discusses forming industry clusters in Jinan New and High-tech Industry Development Zone, cultivating core competency of enterprises, building an innovative and service-oriented government, creating high-tech industrial development zone cluster support networks, and cultivating the cooperation network in Jinan New and High-tech Industry Development Zone and highlighting the resource characteristics in Jinan New and High-tech Industry Development Zone.
