BUILDING CENTRAL CITY IN INTER-PROVINCIAL BOUNDARY AREAS——A Case Study of Huaihua City |

Abstract Generally speaking, the phenomenon that less developed regions or countries lagged behind developed one in the economic development is caused by the following reasons: the negative effect od "administrative regional economy", the obstruct effect of the inter-provincial boundary areas' culture and its special geographical characteristics. These reasons, the authors think, are found and explained from the different perspectives, with their own advantages and disadvantages. Besides these, there exist some other important reasons, such as the economic development planning and the arrangement of productivity, which are susally made for some central cities and regions by each province. While the inter-provincial boundary areas being neglected.
Due to these, the inter-provincial boundary areas' economic developments,mainly depend on the radiation function's strength of central economic growth pole of the province. The weak radiation and their own shortages restrain themselves from developing economy and catching up with the developed areas. So cities have become common property for the boundary areas. However, it's impossible to realize the economic overall development only by relying on the central governments' transfer payments, large investment and preferential policies. Instead of this, all these areas should build their own centrial cities to faster economic growth pole, increasing the number and promoting the quality of "central markets" in these areas, elaborating the expansion effect to enhance economic development coordinately in the inter-provincial boundary areas.
Huaihua city locating in the western of Hunan province has enjoyed the potentiality to be a central city in cross-provincial boundary area of Xiang, E, Yu, Qian, Gui and it's of great significance to build Huaihua as a central city in the regional economic development. So, all levels of the local governments in the cross provincial boundary areas should cooperate with each other, design and adopt some strong measures to propel cross provincial boundary areas in the economic cooperation and development to high-level actively, quicken the developing speed to construct a regional economic growth pole, encourage Merge and Acquisition among enterprises cross provincial boundary areas and make new policies and laws to realize integration of regional markets.
