Based on analyzing the tourism system,this paper discusses the choice of tourism resources exploitation model in nature reserve.Microscale control model is put forward,and this model is a pivotal means to achieve the tourism sustainable development of nature reserve.This paper also puts forward a framework to make the model suitable,and discusses the determination of natural reserve tourism planners,tourism feasibility evaluation,selection of tourism investors.
The procedures should be followed to ensure the ecological security during the process of tourism development in the nature reserve for the investment,plan and development.First of all,it is necessary for government to confirm tourism planners of natural reserve,namely,to build a qualification certification system especially for natural reserve tourism planning.A person can engage in tourism planning of natural reserves only after he passes the qualification certification.Secondly,the expert panel should carry out a deep investigation in the natural reserve,and ecological security evaluation and tourism potential evaluation report and promise to work on the basis of fairness and impartiality.The expert team finally evaluates and approves or modifies the feasibility of development report that will become the investment direction.Thirdly,The government is going to discriminate the developer whether he is an environmental-friendly investor or not.Fourthly,after the completion of evaluation for tourism feasibility in nature reserve if the developer accepts the report raised by expert team,the nature reserve is allowed to develop.Developer is qualified for negotiating investment details with government department which is responsible for the work and then sign the contract.The investment contract text for developing tourism in nature reserve should include the following elements,effect,implementation,alteration,transfer,termination of rights and obligations,supervision mechanism in the process of development and responsibilities for breach of contract.
The paper emphasizes that this is a kind of strategy,which acclimatize itself to harmonious development demand in society and preferably embody the equitableness,sustainable development.
