Abstract Nowadays, as a modern way of traveling, budget traveling is prevailing nationwide. Yet, no systematic research results have been formed to guide the monitoring and the development and no relative regulations or systems have been made to legally guarantee the macro-control and micro-management, together with the lack of adequate supervision,they somehow, lead to the confusion of the market itself and frequent accidents as well as the lack of market regulations. Such a hollow control system has a negative influence on the positive development of budget traveling.
This article firstly makes the literature review according to the status quo about budget traveling, and points out the issues on the supervision and no-pursuit supervision of budget traveling industry, then analyses the phenomenon and causes.
The paper,in order to promote the market of "Help Yourself Tours" towards a healthy development in a satisfactory circulation,provides recommendations on the correction of current phenomena in relation to "No Pursuit Supervision" of "Help Yourself Tours",which involve three aspects of government authorities, associations or societies and enterprises.The article notes that the main responsibility of the government is to administrate legally,strengthen the enforcement of the law and avoid a hollow supervision caused by no administrative actions or negative ones and make efforts to form a comprehensive information release system in order to offer budget travelers a fine guidance with timing information.For industrial associations,they should intensify the regulation construction of themselves and intensify comprehensive guidance to industries while regulating the business. And enterprises in tourism should focus on strengthening morality construction of them and enforce the self-discipline consciousness in order to improve the holistic makings of the employees.
