Abstract With the development of the market economy in the recent years, it's time for the industrial structure of northeastern China transforming from the resources-based to the processing, which is well known by the government and some scholars. Furthermore, it is basic judgment for the economic development of northeastern China. The basis of the judgment is that with increasing output of energy and raw materials, the magnitude of the resource is decreasing, which makes the decay of the resources-based industry.
Otherwise, it's another conclusion of the trend of the industrial structure if it's analyzed from the data of overall volume of the resource-industry and process-industry, the input of infrastructure, and the input of the renewal. Namely, unlike the anticipation of most people, the transformation is slow. Maybe the conclusion is out of your feeling, but it's real if we analyze the cause. When our country chooses the way of market economy, the selection of marketing is often not according to the people's will, and it is market that makes the Northeast area as provision base for raw material. The products of the resource-industry show more competitive than those of the process-industry, and which strengthens the traditional status of the resource-industry. What's more, with the development of technology and the renewal of the resource-industry, the resource-industry has more efficiency than the processing one, which also strengths the scale and the status of the former.
Although every region expects the regional economy makes progress by the transformation of regional industrial structure, the governments in Northeast area do their best. It is the status quo that Northeast area still has resource-based industrial structure, and the regional economic development and the transformation of industrial structure must based on it. So the judgment gives more thoughts on:where is the way of the industrial transformation? How to coordinate the relation between the resource-industry and the process-industry and how to exploit the regional advantage to get further development?
