Abstract Development goal diversity in different phases of country, decides that it will be a clear regional inclination in the period. So regional policy also was called area inclination policy, which can make an area has a faster development than other and at last to make regional discrepancy trend enlarge, reduce or fixedness. After 1978, economic development goal emphasizes efficiency in our country. Area inclination policy point to superior location in coastal China, and Economic development has a rapid elevation under policy and investment conditions there. Although mid-west has a rapidest increase, there is a large discrepancy from east of China. It is a focus problem by people that regional discrepancy is expanding with collectivity strength our country creasing.
In order to control the expanding of regional discrepancy, harmonious stratagem of regional economy and west development was posed in "plan of nine-five" and "plan of ten-five". Furthermore, the policy to make mid-west speedy was publicized which makes policy in the east expands to mid-west, and expels the development there. But taking on with another, not all discrepancy between East and mid-west has completely changed. From 1996 to 1999, both diversity among three regions of China and provinces are both expanding. Therefore, to adjust regional policy today is a coming thing.
Based on special area conditions, this article posed regional policy that inclines to mid-west in order to speed the economic development there and make it to keep up with and surpass the speed of East. This can be control comparative difference of areas not expanding which is the first target; the second target is to reduce absolute difference of areas step by step. It indicates that this regional policy will be given attention to both efficiency and equity and will be inclining to some emphasized fields and areas. It also conclude that the favorable economy, social equity and compensation of ecology and etc.
