Abstract The competition of the tourist industry in our country is entering regional competition stage at present. Under the backgrounds of the economic globalization and integration of regional economics, entering into cooperation between the local governments has already become the common understanding. In order to realize multi-win, many local governments actively carry on the economic cooperation of regional tourism.
In the course of regional tourist economy development, the local governments are the subject motive force of regional economy development and economic cooperation. For regional government's cooperative purpose, essentially, it is to clear away the administrative barrier on the basis of the common understanding normal to the tourist market through administrative strength, promote the flow of the key element of tourist industry within the area, realize the effective disposition of resources of tourist industry, form a unified region travel economic community, namely the economic community of regional tourism finally. These institutional factors make the cooperation between local governments face very heavy restraints, and cause the cooperative goal mechanism between local governments, operating mechanism and security mechanism system not to meet the needs of the development of regional tourism economy, thus caused regional tourism merely nominal in local governments' cooperation.
Because of the above reasons, on the basis of the analysis on some institutional barriers existing in the course of the cooperation between local governments, this article puts forward corresponding government's cooperative principles and concrete countermeasures of cooperation. For the principle, they are equality in status, mutual trust and mutual benefit, government's leading factor and market cooperation. For the countermeasures, they are to give play to the government's leading role to build and construct the institutionalized multi-level organization to set up the development plan of resources, marketing and cooperative contents and so on; to make the unified regional tourism development policies, etc.. Thus realize the rational disposition of regional resources of tourist industry, make the whole advantage of regional tourist economy, realizes the sound development of regional tourist economy.
