Abstract By investigating the south bank of Yan River in Yan'an city, which is taken as the example of the fringe area in Hilly Region of Loess Plateau, consulting books and journals and comparing such area with the fringe area in Plain Area, we have found that the fringe area in Hilly Region not only has the general characteristics of the normal fringe area, such as dynamic state, sophistication, reliance on the city, regular changes, but also has the obvious characteristics which are quite different from the Plain Area. Firstly, its development is more seriously limited by the natural conditions than the economic, because the ecosystem is flimsy, soil erosion is heavy, geography is complicated and so on. Secondly, the constructive land is in short and scattered over the valley which is the inborn shortage. There is little available land located in and around the small valley. Thirdly, the construction must be ecosystem orientated. The Loess Plateau has weak ecosystem, so the area is not available for industry use and warehouse use, while it should be used as leisure, residential land and ecosystem protection. Fourthly, the environment is poor and economic is lagged. The economic difference between the eastern area and the western area has shown in the land use of fringe area. Fifthly, the land use structure is particular. The researched area has the "tree branch form", which is hard to eliminate. Based on the analyses, we propose some advice to construct such areas better. Above all, fix the position scientifically and make suitable planning including the general planning and detailed planning, which aim at the specific area. Then, protect ecosystem and prevent disasters to ensure city and people security. Thirdly, perfect facilities and improve environment to provide people with good landscape, pure air and activity places. Fouthly, reserve traditional constructive styles and embody native characters in the modern society to persist in the traditional culture.
