Abstract Traditionally,public facilities were almost distributed from top down according to the rank sequence of a urban land structure.But the theory's footstone of public facilities distribution is being fluctuated in the new period by a few factors which are the trend of public facilities provision by market,diversified modes of urbanization,appearance of scope economy,and developments of technologies of information and speediness traffic.These factors make some regional public facilities decentralize from urban center,therefore these facilities can be distributed to peripheral areas of a city.This paper materially probes into a new method of how to distribute regional public facilities from bottom up in an inferior city by taking Gaoming Foshan for an example.This method contains four steps:the first step,judging attributes of all kinds of regional public facilities according to using frequency and the extent of being marketlized,and making certain which kinds of regional public facilities can be decentralized distributed;the second step,analyzing development advantages of Gaoming,and making certain Gaoming has conditions to provide which kinds of regional public facilities,namely facilities provided with advantages;the third step,analyzing the provision status in Foshan of above-mentioned facilities,and appraising the provision chances of Gaoming;the last step,making certain which facilities can be provided by Gaoming,and disposing these facilities according to corresponding principle of layout.
