| STUDY ON THE PROBLEMS AND COUNTERMEASURES OF COUNTY ECONOMY DEVELOPMENT IN UNDEVELOPED AREA——A Case Study of the Counties in Northern Jiangsu Province |

Abstract The regional economic development of Jiangsu Province is extremely uneven. At present, economic gradient disparity, which the south is higher and the north is lower, and three economic regions, such as Southern Jiangsu, Middle Jiangsu and Northern Jiangsu objectively exist in its boundaries. On the administrative division, Southern Jiangsu includes the following cities, Suzhou, Wuxi, Changzhou, Zhenjiang and Nanjing, its economic development level is the highest in the whole Province and occupies the advanced ranks throughout our country; Northern Jiangsu consists of Xuzhou, Lianyungang, Huaian, Yancheng and Suqian, its economic development level is in the lowest of the whole Province and medium-sized position on the upper side of our country; Middle Jiangsu includes Yangzhou, Taizhou and Nantong, its economic development level lies between Southern Jiangsu and Northern Jiangsu. The lagging behind of Northern Jiangsu's economy is quite related to the delayed county economy. On the basis of analyzing problems and causes of formation of county economic development in Northern Jiangsu, this paper proposes several countermeasures of accelerating county economy and vigorously developing Northern Jiangsu economy. First, strengthening the all-round market system reform; Second, promoting individual and private economy; Third, constructing the "low-lying land" of policy; Forth, establishing industrialization-oriented; Fifth, accelerating the growth of capital; Sixth, quickening the course of agricultural industrialization; Seventh, overall planning the urban and rural development and speeding up the town construction. Meanwhile, through studying about this case, the paper probes into the road of county economic development in the undeveloped areas from the theoretical and strategic aspect, and in the hope of offering certain reference for those areas to realize their great-leap-forward development.
