Abstract  Rural areas in metropolis faces the most severe multi-functional spatial conflict since they are more strongly affected by urbanization than the general rural area. The governance action integrating "PlanningConsolidation-Operation" is the core of the whole theoretical framework, which is defined as the planning stage, consolidation stage and operation stage. The Langxia town in Jinshan district of Shanghai has practiced the spatial governance from the blueprint of rural unit planning, the comprehensive land consolidation in the whole town area, and then to the realization of land value by rural operation. The results shows that the spatial governance of rural area in metropolis not only requires independent spatial planning, comprehensive renovation and rural operation, but also emphasizes the systematic integration of the whole governance process from drawing a blueprint, implementation path to value realization.
