An evaluation of the rural human settlement environment is obtained by this new evaluation system for the Lichuan from 1998 to 2012. Furthermore, the spatial changes of natural ecological environment and social economy elements are analyzed by using the software of Arcgis and the investigation. Based on this, the evolution mechanisms of the rural human settlement environment are explored. Three conclusions are obtained in this paper:the first one is the construction of rural human settlement environment for the major ecological function zones are improved well the second one is that the social economic environment and the spatial pattern of ecological environment improved well; the last one is that the national policy gradually changed from imbalance to balanced.
