Abstract Based on the analysis on the necessity of developing the research on marine functional division, this paper discusses five key principles which should be followed by marine functional division, and particularly inquires into the key programs of marine functional division in our country(including 4 first-class areas, 2 second-class areas and 36 third-class areas).
