Abstract The eco-environment in Xiji-Haiyuan-Guyuan Region is fragils. For long period,the unreasonable utilization of land resource leads to vegetation degradation,then causes ecological crisis,soil erosion,land desertification and natural disaster. Strengthening ecological construction and improving eco environment is the effective guarantee of sustainable development of the locality. The ecological construction in Xiji-Haiyuan-Guyuan Region comprise four aspects-the ecological economy construction,the ecological culture construction,the ecological legal system construction and the ecological engineering construction. At present,the strategic plan of strengthening ecological construction must be carried out by controlling local population growth and developing local green industry. The system in social coordination is based on the system of target responsibility of ecological construction,it is built by implementing the policy of providing grain as a form of relief. The task of ecological construction is accomplished by probing and spreading the multiform ecological construction.
