Abstract Shanghai will become a world city in the 21st century. Although the international and civil conditions are very advantageous for it's development, there are still many disadvantageous factors, such as traffic jam, housing shortage and bad environment, etc. In this paper, we mainly analyze the features of the district structure of Shanghai, and find that the cause of the irrational district structure is the unreasonable industrial structure, overfull population and hysteretic construction of infrastructure. Also the direct of Shanghai's development is discussed, we think the function of CBD should be strengthened and the development of Pudong and Puxi should combine. Finally we analyze the environmental problem and give some suggestions.
