The theory of relationship between human and the land is the center theory in human geography, the relationship between human and environment are showing on material culture; institution culture and spirit culture. The author think the relationship between human and environment have several kinds of expression: the natural resources being used by mankind is the "directly perceived kind of the express"; the science and the technology of a region and the options for place in economy activity etc are called the "half directly perceived kind of the express"; the customs and the religions of a region, the surrounding perceptions, the viewpoints of value of a society etc are the "latent kind of the express"; the state system of organization, the laws of a region, the politic system of organization and the economy and the social system of organization of a region etc are the "high-level kind of the express". In this paper, the author put the viewpoint of "flat-form system" on four stages, which is composed in three basic layers. The first layer is political factor, which decides the administration factor, so the administration factor been put in the second layer. The third layer is market factor, because in most countries the running of markets are all be controlled in the framework of administration. Then through the "flat roof system", human get connect with geographical location (geographical environment). With the development of social and economy and technology, the relationship of human and environment region system are changing continuously. Thus the theory of relationship between human and environment which is the center theory in human geography are changing and developing and perfecting continuously. When more and more scholar are studying the theories of relationship between human and environment in new viewpoints, the theory of relationship between human and environment will become clearer; concreter and deeper. Based on the basic theories of human geography and other theories of human society, this paper put on the viewpoint of "flat roof system" for the theories of relationship between human and environment.
