Abstract Besides building more roads, the author believes that one key to solve traffic jams in Chinese cities is adopting some new ideology, laying down correct policies and carrying them out efficiently by governmental departments concerned.As two basic departments in charge of traffic affairs, city planning and traffic management should firstly do the work mentioned above.And this is what the paper tries to probe.
