Abstract  With the development of the tourism industry, tourism environment problem increases prominent and overload problems are serious. In face of the seasonal factors of tourism industry, the tourism resources uneven in spatial and the blowout of tourist flow in different time, the tourism environment carrying rate is spatiotemporal dislocation in using the intensity and limitation. The tourism environment carrying capacity is the composition and structure characteristics of tourism destination environment system. Management innovation theory considerate comprehensively tourism environment system of internal and external situation and the demands of tourists, local residents, government, community and the relevant organizations and other stakeholders based on "problem exploration". Building the sustainable carrying "advantages" can assist the cities sustainability. Combined with the inclusion, guidance and promotion of management innovation, this paper analyses the problems of city tourism environment sustainable carrying capacity to provide competitive advantage and sustainable source of competition. This paper aims to provide a new perspective for the carrying capacity of the tourism environment, and promotes city tourism environment from the "latent capacity" to "carrying strength" transformation to achieve transformation from sustainable carrying to carrying sustainability of tourism destinations.
