Abstract Taken Jiansanjiang, which is a central reclamation town in Sanjiang plain, as a study case, weselected five representative towns (named Fujin, Hulin, Muling, Tangyuan and Boli) of common agricultural areas in Jiamusi, Jixi, Qitaihe and Mudanjiang city as contrast samples, constructed an index system reflecting the characters of population, economy, society and service function and assessed comprehensive urbanization development level based on improved entropy method. The results indicate that: firstly, the comprehensive urbanization development level index of Jiansanjiang reclamation town is 0.45, which is equivalent with the level of Muling city (0.41), lower than Hulin city (0.63) and Fujin city (0.60) and higher than Tangyuan county (0.31) and Boli county (0.24); secondly, population aggregation level is the lowest in Jiansanjiang and the portion of employed population in secondary industry and tertiary industry is lower than other common agricultural towns; thirdly, although per capita GDP and trade scale is larger in Jiansanjiang, economy structure level is not higher enough and it is necessary to solve the problem of unreasonable industrial structure of larger proportion in the primary industry and smaller proportion in secondary industry and tertiary industry; fourthly, there is relatively perfect medical and education system which is beneficial to implement resource sharing by both farms and counties and play radiation and driving functions by reclamation towns. The potential consumption ability is larger, but the ability of consumption demand to implement is smaller.
