Abstract Urban tourism is a kind of tourist activity which adheres much to the uniqueness of certain city. Tourists will take the opportunity to learn the city's unique culture and its historic characters by travelling around it. Therefore, the development of special product will lead to the rise and fall of urban tourist industry, and will also decide the industry's sustainable development. As a result, special product development deserves intensive study, and it is also a hot topic which is never be out of time. Since it is such an important and decisive cause, there should be some principles in exploring urban tourism products as follows: it is supposed to be consistent with urban historical culture, to be mutually promoted with urban culture orientation, and to follow the style of the city. Xuzhou is the central city of Huaihai zone. For this reason, it has been a hot battleground contested by all strategists since ancient times. In history, more than four hundred warfares have taken place circled around Xuzhou city. Until nowadays, the city still conserves a great many of war relics, historic sites, military exhibition halls, and also a great deal of related historical documents, dramas and films etc. As a matter of fact, because of the above reasons, a great deal of special tourism can be developed based on military culture in Xuzhou city. Xuzhou city is supposed to be shaped into the first city in China labeled by a certain kind of culture tourism with the theme of military culture through the following ideas: to restore and rearrange former war heritages, to transform and utilize the old battlefields on Jiuli Mountain, to construct an army museum, a ‘war and peace’ theme park and a folk chess museum. In the future, Xuzhou city will be eminent among China's attractions, and tourists willt be fascinated by its magic power of military culture.
