Abstract City is the production of human civilization and the representation of human culture. Urban cultural blocks is the important parts of cities. In this paper, the authors define the urban cultural block as a block which could embody a particular sense of location. In other words, the urban cultural block can present one of the cultures of the city or regional features, and could attract the people from outside city. It also means the blocks which is equipted with a particular culture based on its original historical features and its function within the city. For well explaining the functions and functional evolution mechanism of urban cultural blocks, the authors classify the cultural blocks into four types which are "history cultural block", "urban central business cultural blocks", "theme cultural blocks" and "characteristic cultural blocks". Each block has its own characteristics which we should carefully examine in order to better management. From the perspective of cultural development, the authors point out that the main function of cultural blocks are cultual storage, culture circulation and cultual innovation. The development of cultural urban blocks is in a dynamically spiraling trend. Futhermore, the authors put forward the machanism of functional evolvement of urban cultural blocks, and analyze its impacts on the development of social economy, the development of urban tourism and the development of cultural industry, urban pattern and urban development. This paper also points out that urban cultural blocks can be tourit attractions because toursits can explore more of the cities in the urban cultural blocks. Finally, the authors point out that urban cultural blocks contribute to the modality of cities and have great infulence on the development of urban areas, image-building, the life quality of the residents. They suggest that the urban administrators should implement different polices in different cultural blocks so as to satisfy the local residents and the tourists and ensure the well-developed cities.
