THE ADJUSTMENT AND OPTIMIZATION OF THE SPATIAL ORGANIZATION STRUCTURE OF THE INDUSTRY OF THREE GORGES RESERVOIR AREAS

Abstract：Firstly, this paper analyzes the basic four conditions, which can bring influence on the optimization of the industrial structure in Three Gorges Reservoir Areas. The conditions refer to the valuable historic opportunity, regional infrastructure facility, element resources and local markets. In addition, it analyzes the restraint factors including weak economic base, low urbanization rate, poor natural resources and low quality of people's live. Secondly, this paper gives the framework of the optimization of the spatial organization structure in the special area, which can be concluded to "pull from both ends, arrange sites in the central area, form three areas, Join in the principal axis, start from lines to areas, spread towards double sides" . The two ends refer to Chongqing city and Yichang city, which are two economic centers in the area. The central site refers to Wanzhou, which will play a very important role in the future. The three areas refer to Chongqing urban conglomeration, Wanzhou urban conglomeration and Yichang urban conglomeration. The three urban conglomerations form the future backbone of the Three Gorges Reservoir Areas. The axes refer to the entire highway especially the express alone Changjiang river. With the development of economy in the reservoir areas, all factors will spread smoothly along the axes. The objectives is to harmonize the relationship between the construction of industrial belt, the whole planning of the productivity of Three Gorges Reservoir Areas and the urban systems. Taken the resettlement and reconstruction as a chance, we should combine industrial arrangement with the remove of submerged cities and the construction of infrastructures, and make all effort to establish three central metropolises, several large-middling cities and a set of towns. In order to guarantee the realization of the ideas above, the authors give some suggestions as follow s:(1) Restoring the municipality organizational system of Wanzhou and carrying out set-aside policies in the meantime.(2) Spurring other provinces to provide assistance to Chongqing and proposing the proliferation of enterprises in Chongqing downtown areas towards reservoir areas.(3) Enhancing the economic relation between Yichang city and Wuhan city and lower areas of Changjiang River.
