Abstract:From the establishment of Shenzhen Science and Technology Zone in 1985 to the establishment of Yangling National Agricultural Hi-tech Industry Development Model Zone in 1997, 53 National Hi-tech Development Zones are growing fast and deserve their names. The choices of their locations and their own characteristics are the key research aspects of hi-tech industry layout. Recently many scholars conduct the research of the forming mechanics, space layout and its evolving rules of hi-tech zone. But comparing the world-wide trends of hi-tech industry development and layout, China still lacks of the systematical research of hi-tech industry layout model, especially the relative Hi-tech industry layout model of city scope. On the basic research of the trends of hi-tech industry development and layout at home and abroad, this paper analyzes the spatial diffusion and evolution of space organizing form. At present,the distribution of new hi-tech industry presents a macroscopie diffusion trend.New hi-tech industry has two kinds of main space organizing form (including new hi-tech industry zone and new hi-tech industry belt)which are interplaying and interacting with each other. Overall new hi-tech industry zone will change into new hi-tech industry belt.During the evolution process, agglomeration and diffusion are the most important mechanisms. Among them, agglomeration plays an important role during the formation and development of new hi-tech industry zone, diffusion accelerates the evolution process from new hi-tech industry zone to new hi-tech industry belt.On the above basis, combining the general rules of hi-tech industry layout, the author proposes that under the effects of agglomeration and diffusion mechanisms, the evolving process of balancing layout-focusing, layout-expansion and layout-net layout, is the general rules of district hi-tech industry layout: first, at the beginning of hi-tech industry development, it is much more better to chose the top area to set up the hi-tech industry zone to promote the integration of relative resources and key elements; second, the economic focusing of hi-tech industry belt and the core area growing strongly can promote the whole area hi-tech industry continuing development; third, the further development of hi-tech industry, the merging of different hi-tech industry belts, can form the network layout model of hi-tech industry, which are suitable to new hi-tech industry development areas.Dalian is the advanced comprehensive opening area in China, the total value of hi-tech industry is $ 415,000,000,000, the average growing rate is 22% per year during the tenth five year planning. The advanced industry layout of electronics, software, information service, integration of electricity and electronics and bio-medicine production are basically established. The paper takes Dalain city as an example, to further research the hi-tech industry layout model and evolving rules in the city scope.
