A RESEARCH ON THE SAFETY&SECURITY MANAGEMENT SYSTEM OF HIGH-RISK TOURISM PROJECT IN OUR COUNTRY

Abstract：The development of high-risk tourism project requires scientific safety & security management system in China. This research compares the similarities and differences of the high-risk activity with the high-risk projects and analyzes the risk factors of high-risk tourism projects from the perspective of management. This research point out that common risk causes include environmental factor, lacking professional conditions in operators, lacking emergency technology in personnel, lacking safeguard in tourism project and lacking risk awareness in participants. This research analyzes the structural deficits of safety & security management of high-risk tourism project in China. At present, many operators of high-risk tourism project of China have no perfect self safety & security management system. And there are no definitive supervision system, professional warning and rescue support system and perfect guarantee mechanism on high-risk tourism project. Those structural deficits have great influence on the development of high-risk tourism in China. Therefore, this research design the classify management mechanism of the high-risk tourism project in china. The authors suggest that the athletics project in high-risk tourism can be licensed and regulated by the sport administration; the special device project in high-risk tourism can be licensed and regulated by the administration of quality supervision; the transportation project relates to land in high-risk tourism can be licensed and regulated by the public traffic administration; the transportation project relates to water in high-risk tourism can be licensed and regulated by the maritime safety administration; the transportation project relates to sky can be licensed and regulated by the Civic Aviation Administration of China and its authorized regional civic aviation administration branches. This research expounds the law base of the management system on the high-risk tourism project and insists that it is practicable for high-risk tourism project in China to implement classification management other than supervised by one single department.
