Abstract：Russia controls the Eurasian heart district and has a great advantage of strategy.But it does not become a sea power for this reason.The main measure of the world hegemony place for it to establish is to depend on its ground force while its Navy's function is extremely limited.This has direct relationship with these geography elements such as its latitude, position, coastline characteristics and its land and seas.This paper discusses the limitation and influence of the unfavorable geographical surrounding on the development of the Russian Navy in five aspects.
