ON THE GEO-ECONOMIC STRATEGY OF ISRAEL IN THE NEW CENTURY

Abstract:The globalization and grouping of economy ever since the late of last century shows that world economy is coming into an era of geo-economy. Geo-economy, which led to geo-politics being less important, has become gradually one of the most important factors influencing the regional pattern of modern world politics and economy. It's inevitable under such international political and economical situations that the Middle East area will come to peace, and the problems between Israel and the Arab countries must be settled through negotiation. Geo-economic cooperation has become a new direction of Israel's foreign economic strategies. So we will take a prospect of Israeli geo-economic strategy here. From the angle of bilateral and multilateral economic cooperation, the article expounds the present situations of Israeli geo-economic cooperation with Palestine, Jordan, Egypt, Turkey, and other Middle East countries. There was a neglected relation actually between Israel and the Arabs that is secret cooperation under open hostility. The result we found shows that both Israel and Arab countries have got great interests from economic cooperation, especially Egypt and Jordan, both of which have signed peace agreement with Israel. Then, the political aim, economic aim and social aim of Israeli geo-economic cooperation is put forward here. We deem that Israeli political aim of geo-economic cooperation is to insure Israel and its nation's safety, the economic goal is to develop national economy so as to insure its predominance in Middle East area, and the social objective is to realize national solidarity and stabilization, is to enhance domestic welfare. In the last part we point out Israeli geo-economic strategy and conceive its cooperation paradigm in three levels. The first level is item cooperation, including economic fields, environment fields and water resources fields. The second level is hypo-regional cooperation, which includes South-East Mediterranean hypo-region, Northern Gulf of Aqaba hypo-region and Jordan Rift Valley hypo-region. The final one is core-diffuse cooperation. Core-diffuse cooperation also including three levels:first step is to construct east Mediterranean Sea economic cooperation area, Israel being the core, secondly Mediterranean Sea economic circle, eventually omni-directional economic cooperation.
