Abstract:Population scale is the strategic problem of urban development, especially valley-city. It includes optimal population scale and maximal population scale. In this paper measuring approach and methods of population scale in the valley-city are probed into and summarized through three key factors:land space, water resources and ecological environment. What's more, each of those factors which are necessary to be considered to the valley-city might become the most limited development condition.To the land space, the author mainly analyzes per capita land criteria, and then computes the population scale of land space through total usable land areas. The problem of the water resources in the valley-city is analyzed from two aspects which include city planning and urban water carrying capacity. To the former, the criteria of per capita comprehensive employed water is mainly discussed, and then population scale of water resources might be obtained according to the whole supplied water resources. To the latter, calculable methods of urban water carrying capacity are introduced cursorily owing to the methodological complexity. In succession, approach and methods of population scale of ecological environment are probed into and summarized, furthermore population scale of greenbelt is explained detailedly through per capita urban greenbelt criteria.Taking city proper of Lanzhou as an example, the paper imprecisely calculates its optimal population scale and maximal population scale via those factors respectively. Through calculation of population scale of land space, optimal and maximal population in the city proper of Lanzhou is respectively 2.3 million and 3.42 million; through calculation of population scale of water resources, optimal and maximal population is 3.21million and 5.22 million; and through calculation of population scale of ecological environment, optimal and maximal population is 2.48 million and 6.9 million. The calculation outcome reflects that to the population scale of city proper land space's restriction is sharper than else factors'. According to restriction theorem, the author draws the conclusion that in the city proper of Lanzhou optimal population scale is 2.3 million and maximal population capacity is 3.42 million under the present condition.
