ANALYSIS OF THE CHANGING PROCESS OF TOURISM POLICY IN THE LAND PLANNING OF JAPAN AND ITS ENLIGHTENMENT ON CHINA

Abstract:Since World War Ⅱ,Japan has carried out five Land Plannings,which include the tourism planning and the tourism policy plan.The tourism policy emphasizes the reasonable use and the protection of tourism resources,ascertains the national comprehensive exploitation pattern;Second,it takes tourism development as one of the most important means to vitalizing estate;Third,the punishment of the rest land usage of circling and occupying motion type is regarded highly in residents' daily life;Fourth,it emphasizes the construction of sanitary and resort sites;Fifth,it considers tourism as an important tragedy culture reconstituting.The international tourism is regarded highly once again.The tourism planning takes up different proportions in these five times.Each time the emphasis on the tourism policy is different.To analyze the changing process and characteristics of tour planning in the Land Planning of Japan,there are several worthy points for us to follow.The tourism planning and exploitation should be part of the most important contents in land planning and regional tourism planning;the tourism planning should be corrected with development of economy;and the "territory law "has mentioned the tourism content,which adds the tourism policy to the land planning.
