21世纪是质量的世纪,质量就是竞争力。在全球聚焦的气候变化、旅游危机事件、日益加剧的资源、环境和社会承载压力的大背景下,中国旅游面临的发展问题日益凸显。全面提升旅游业发展质量,已经成为新时期中国旅游发展的战略性要求。在文献回顾基础上,本文系统地辨析、梳理了旅游质量、旅游目的地发展质量、旅游业发展质量的概念内涵、要素体系构成及其评估管理的基本理论和模型,以期为中国旅游业发展质量提升提供启示和优化路径。文章提出旅游业发展质量是一个涉及到不同的空间尺度、不同的质量效应、不同的质量类型的复杂命题,很难采用完全量化的评价指标体系予以评估。认为旅游业发展质量是问题的表象,隐含背后的是"游赏理念"的缺乏。"寓游赏于生活,寓游赏于旅行,寓游赏于管理,寓游赏于规划,寓游赏于研究",文章认为有必要重新认识"游赏理念"在人与社会中的人文意义,及其在旅游科学的基础意义。

This paper analyzes the differences of tourism quality, development quality of tourism destination and development quality of tourism industry including their different concepts, elements, evaluation and management. Literature review is the main study tool accompanying with a lot of empirical thinking. This paper also points out that quality is an important guarantee for a sustainable future of tourism development. In short, quality is competitiveness. An integrated theory framework of development quality of tourism industry is given accordingly, i.e. a "scales-effects-types" theory framework. The "scales-effects-types" theory framework contains three basic proposed views:Firstly, evaluation of development quality of tourism industry should contain a combination of quantitative and qualitative analysis. Secondly, the management of development quality of tourism industry is based on the idea of sustainable tourism development. Thirdly, improvements and optimizations of development quality of tourism industry is not just a practical and concrete practice of sustainable development, but also an exploration of the optimal tourism development model.
