Abstract：Community construction,as the basis of social evaluation, makes an important role in keeping society stable and economic development continous, especially in Pudong New Area of Shanghai, the head of the dragon in 21st century, not only is it a key link in regional development chain, but also will play an examplary role positively in the whole country.
On the basis of the analysis of the periodical and regional background of the rise of the comunity construction in China and in Pudong New Area, three characteristics of the movement of differentiating-combing in the community of this area are concluded in the second section: 1) developing rapidly; the composion and the need of the people in Pudong community become comprehensive and various obviously; 2) being unprecedentedly complex: there are three basic categories in region: urban community, semi-urban community and rural community; 3) being coordinated on the whole: the administrative management in the community is being strengthened and the living conditions are improved greatly. While in the third section, with looking forward to the future development of Pudong, several proposals for adjusting and improving the community combination pattern of Pudong are given out: 1) to adjust the administrative division so as to strengthen the external combination; 2) to develop the self-management mechanism in community so as to perfect the internal combination; 3) to regulate the community benefit so as to reach the economic combination; 4) to carry out spiritual civilization activities so as to enhance the cultural combination; 5) to reform in the light of local conditions with steady steps.
