Abstract:From the end of 2002 to June of 2003 SARS broke out and had been epidemic in many cities of China especially in Guangzhou, Hongkong and Beijing where the epidemic situation is the most serious. Before SARS there was an outbreak of Hepatitis A (HA)in Shanghai in 1988 and Avian Influenza (AI)that attacked Hongkong twice in 1997 and 2001. Therefore the key cities of urban system in China are extremely vulnerable when they face the calamity that breaks out suddenly such as public health events. Up to now the introspection of the whole society on SARS is mainly concentrated on life style, cultural traditions and political system etc. How ever the security of metropolis, which was refracted by SARS, has not been valued. The calamity includes war, terror assault, natural disaster (flood, earthquake)environmental events, public health events etc. The vulnerability of large cites is reflected by the low ability to resist calamity. We have formed the consciousness and policy on petroleum security, environmental security, water resource security, besides national defense security among security views that have existed. How ever we have not established the security view of hum an resident in large cities. The key cities of a country are the social-economic centers and innovative cradles. The security problem in this kind of city is a matter of overall importance of a country that has strong comprehensiveness. The urban society streng thens the overall influence of that kind of city. The security problem of resident in large cities relates to harmony among urban scale, urban density and morphology. City policy based on resident security should be the integration of scale, density and morphology. Technology progress improves the ability of people to solve city problem. Therefore the limit of city scale is broken through constantly. New city policy should control density strictly especially to large cities, put forward definite morphology request as for the specific city scale, restrict urban sprawl promote organized metropolitan area development The concrete action guides that support policy will be forceful or guiding norms and criteria that concern facilities, resources and capacity reserve, institution establishment, early warning emergency mechanism etc.
