Abstract：Based on theories proceeding of development economics, underdeveloped regional economic development lies in improving of human capital. For this reason, Chinese government should pay attention to improving human capital in the western development. This paper especially analysies the major problems of western regional human capital, and the measures to improving human capital of th Western regions.
