Abstract  It is more than ten years since the establishment and development of the high-tech industry in China, the quick and flourishing development of the high-tech industry make great contributions to the national economy and regional economic growth in China. So, it is necessary to make a comprehensively integrative analysis of high-tech industry development and district planning through the qualitative and quantitative combination of factor analysis and classification.
First of all, the author sets up a set of comprehensive assessment index system of high-tech industry development competence in 53 development areas of China in 1999.Using the index data based on the year 1999, and the quantitative methods of factor analysis and cluster analysis, this paper makes a convincing study on the development competence of 53 development areas of China in 1999.
Secondly, the author analyses and finds out that the scale and strength, management and international market competence are the three key influencing factors which affect the high-tech industry in development areas of China.Under the influence of the three key influencing factors, high-tech industry development competence and regionalization present distinct regional disequilibria, showing four blocs competition patterns.
At last, the author puts forward some suggestions.①the main influencing factors are industrial scale, economic strength, management capacities and international market competence.②influenced by those 4 classifications of factors, the high-tech industry development competence in 53 development areas are classified into 4 blocs.③The high-tech industry development of China has already formed some sort of scale and rather strong development competence.④Some measures must be taken to enhance the development competence of 53 high-tech industry in development areas of China.
