Abstract The essence of the town sustainable development is to let rural residents enjoy modern urban life and at same time protect rural good environment, which must concern town scale system.Town scales system, which is different from single town, is consist of many towns which have economic and social relation and have different functions.This paper put forward criteria of town scale system, which meet above-mentioned conditions at first.Then the paper give frames of town scale system in Jiangsu and polices which can achieve frames of development of town scale system.
