Abstract XI-HAI-GU region is a poor ethnic one. The essay illustrates that the regional culture in XI-HAI-GU region has the following features:the interlacing of the farming and the animal husbandry;the transition from the farming to the animal husbandry;the leading role of Islam;the closeness and backwardness of the regional culture;and the uniqueness of the bearing culture,etc. The paper analyses the influence on how to extricate themselves from a predicament and how to develop sustainable in this region,Meanwhile,the paper also puts forward the fundamental solutions to speeding up the construction of the regional culture and realizing the regional sustainable development.
