Abstract Chang-Zhu-Tan area now has 3 prefectural cities, 4 county cities, 177 designated towns and more than 360 towns. This area is one of which the development level of urban system is the highest in Hunan Province, and also is one of the largest seven city-intensive districts which are guided and developed focally during the time of the 10th five-year-planning in China. This paper qualitatively analyses the influence of policy mechanism, gather distribution of township enterprises and market building to Chang-Zhu-Tan area's urban system. By means of regression analyses and relation analyse, and by setting up a model which is used to calculate economic relation strength, this paper quanititatively researches the function of investment mechanism, radiation mechanism to Chang-Zhu-Tan area's urban system. The countermeasures we should take is as follow s:On the basis of completing of the Chang sha-Xiangtan Expressway, the Chang sha-Liuyang Expressway and the Changsha-Changde Expressway, centre on remoulding the Liuyang-Calin Railway Line, the Zhegan-Xiangqian Railway Line, the National Road-106 and the National Road-320. Improve traffic conditions of the west axis and the south axis. According to the requirements of integration programme of traffic network, complete expressway and light railway in the shape of Y as soom as possible among Changsha, Zhuzhou and XiangTan;make the urban districts of 3 cities to be a closer city circle. As for the regional policy, carry out the strategic decision which has been made by Provincial Party Committee and Government to accelerate the economic integration of Chang-Zhu-Tan;accelerate the accumulation of the productive factors such as talent, capital, technology and information. As for the census register policy and the adjustment of administrative divisions, make rural population gather tow ads vital designated towns and raise the large-scale returns;turn You County into a city so as to change the irrational pattern that the south area of the east axis has no secondary central city. Intensify the radiation function of Changsha;perform fully the faucet function of Changsha as well as the key role;especially intensify the new polarization effect which has three features:a) take the technology-intensive industry as the nucleus. b) on the premise that the institution innovation. c) the accumulation of large-scale capital, technology and talent.
