Abstract Environmental control means the trade restrict measures taken by all countries in the international trade in order to realize the intermediate relationship between environment and trade for the purposes of environmental protection. The measures mainly includes five kinds of type, levying environmental import surtaxes, restricting or prohibiting imports and exports, prompting the method of local process and produce, practicing the environmental marking system, government environmental subsidy etc. This paper summarizes the reasons of the birth of the environmental control measures under the background of globalization and its implement contents. Based on this, the paper analyzes the constrain-effect the measures have on regional environment and trade, aiming at giving cautions and lessons to breakthrough ‘Green Barracks’ in our country.
