A STUDY ON TOURISM EXPLOITATION OF BORDER AREAS AMONG INNER MONGOLIA, SHANXI, SHANNXI AND HENAN PROVINCE |

Abstract Inner Mongolia Shanxi-Shannxi-Henan(ISSH) border areas cover the relative governing districts along both sides of Yellow River, involving three provinces and an autonomous region which are Inner Mongolia, Shanxi, Shanxi, Henan, including 84 counties and cities in all.
This area has rich and unique tourism resources, which lays foundation for its tourism exploitation. Being a border area of valley type provinces, tourism is superior to other industries such as mining and planting, so the best choice for the area's industry exploitation is to develop tourism first. Because there are contradiction and collision caused by different governing powers, the urgent problem to solve is how to promote tourism cooperation within the whole area; this paper tries to give the answer. It expands the studies in three parts.
Firstly, starting with the analyses on the advantages of tourism resources as well as the poor social economic environment, this paper discusses the significance of tourism development for synthetic exploitation of ISSH border areas.
Secondly, it summarizes the actual situations of tourism exploitation in the area. There are five tourism developing area in ISSH border area, each having its own particular resources, and some of which have got a larger scale in tourism. Because each goes its own way in their tourism exploitation, with little co ordination, there are a lot of negative competitions among these tourism developing area. So it is necessary for the whole area to cooperate in tourism development.
Thirdly, the paper puts forward its own viewpoint, which is to reform the mechanism of tourism cooperation and realize tourism exploitation integration within the whole ISSH border areas, which is the only way to get optimization of tourism resources utilization. It discusses the idea of tourism exploitation integration, defines its contents, its final goal as well as the way to realize it.
