Abstract Ancient towns and villages in China are places where traditions are well preserved in terms of architectures, lifestyles, folk songs and crafts. Different from other culture heritage, the ancient towns and villages are not historical ruins but living heritage, and the inhabitants and their daily lives are the core of their heritage culture. The development and management of ancient villages are complicated because of the ownership of the property. Furthermore, the stakeholders of tourism industry of the ancient villages and their benefits become more and more diverse. As a result, there appears to be a conflict between the development of the ancient village tourism and the protection of tourism resources even though the measures of tourism management and the heritage protection are implemented. Therefore, it is necessary for the governments to take effective actions to develop and well manage the ancient villages. From the public administration perspective, this paper analyses the following issues, including: (1) the essential attribute and ownership structure of the property of ancient villages; (2) the public administration problems of ancient villages tourism development and management; (3) the practice of public administration mechanism of ancient villages tourist destinations. The author concludes that there are many problems during the development of ancient towns and village tourism destinations. The core of the problems is the contradiction between the desires of various stakeholders and the key interests of the ancient villages' communities. The role of the public administration which is led by government and participated by stakeholders is very important and irreplaceable in developing and managing ancient towns and villages tourism destinations. The author also points out that the effective policies and good management are the important means for governments to develop the ancient towns and village tourist destinations.
