A COMPARATIVE STUDY ON COASTAL RESORT DEVELOPMENT MODEL——A Case Study of Yalong Bay in Sanya and Beihai Silver Beach

Abstract  Sanya Yalong Bay, and Beihai Silver Beach are typical cases among Chinese coastal resorts development. The former is well developed by joint-venture enterprise and has been established as the most successful integrated coastal resort in China. However, the latter, which is managed and administered by local government, has been experiencing great fluctuation and caused great loss economically and ecologically. Based on the field trip survey and deep interviews of key information providers, the author finds out that the coastal resort development model featured on the aspects of local government involvement, resort land transfer and management, investment control policy, hospitality development are totally different in Yalong Bay and Beihai Silver Beach. Yalong Bay is identified as enterprise dominant development model, which is run under the rules of market, providing positive expectation and motivation to all project developers. Meanwhile, the local government and resort enterprise cooperate closely and control strictly on the resort land transfer, to make sure that all projects are developed under a integrated resort plan, which leading to the success of Yalong Bay. However, the Beihai Silver Beach is featured by local government dominant development model, with high involvement of local government and its strong intervention into resort development. Over-concentration control of the prime leaders of local government is likely to induce opportunism of the controller, which is liable to ruin the prospects of resort development. Also the resort management is always found to be fragmented and lose its control on the resort plan and development. And resort infrastructure cost is too huge for local government to afford at the initial development stage, and will lead to dilemma and predicament of resort development. The paper concludes that the Beihai Silver Beach Resort is a typical case of the local government dominant coastal resorts in China. More reasonable and balanced resort governance should be established in the future.
